Google, Matroska and the Xiph.Org Foundation already make the components of WebM openly available on royalty-free terms.

The founding members of the initiative are:
The WebM Project launched in May, 2010 with the goal of establishing a high-quality, open video format for the web. Since then, WebM support has shipped in millions of web browsers and devices worldwide. To learn more, visit webmproject.org.
The Matroska 3D support is rapidly growing.
While we are working on the new Matroska v3 features, we released new mkclean 0.8.0 and mkvalidator 0.3.3.
Despite its age, Matroska is still evolving, adding new features or making the specifications more precise.
6 months after our last release, libebml and libmatroska, our C++ libraries, have been updated.
On the 6th December of 2010 Matroska has turned 8 !
Another sunday, another release of our test/cleaning tools.
